Quick summary of this method: give wings their own rig, have a "root" bone of the wing rig that you make a Child Of (using constraints) another bone in the girl's rig. That bone should mostly track her upper arm, but also another bone that's a child of her scapula. This tutorial series is meant to teach you how to rig your own Blender-based character.
